We prioritize capacity building for teaching and non-teaching education personnel through customized professional development tools, research, the establishment of teaching councils, and targeted interventions to enhance ethical conduct among educators.
Assignments Conducted:
Activity 1: Develop a Teacher Monitoring and Assessment Policy, tools and frameworks and sensitize relevant stakeholders in Lesotho.
Under the Learning Scoop, John Taineomwangire was engaged to support the Lesotho’s Ministry of Education and Training (MoET) to implement of a technical assistance initiative (TA2) to develop a Teacher Monitoring and Assessment Policy, along with associated tools and frameworks, and to sensitize relevant stakeholders in Lesotho during 2025–2026. This initiative supports Lesotho’s efforts to strengthen teacher governance, monitoring, and professional accountability as part of the Regional Teachers’ Initiative for Africa (RTIA). Funded by the European Union and implemented through a multi-agency partnership, the RTIA aims to elevate teaching
quality and improve learning outcomes across Africa by reinforcing teacher policies, professional development systems, and evidence-based decision-making.
Within this broader framework, the Lesotho Country Action Plan identifies the development of teacher monitoring and assessment systems as a priority, linked to the national Education Sector Plan and the draft Teacher Policy. The TA2 package focuses on creating a coherent Monitoring and Evaluation (M&E) policy for teachers, designing practical tools and assessment frameworks, and strengthening the capacity of stakeholders responsible for evaluating teacher performance and professional conduct. These efforts directly contribute to improving the governance of the teaching profession in the country.
